West Bengal
The Government of west Bengal has issued vide notification No.30/Stat/14/RW/24/2023/LCS/JLC notified revision of minimum wages for various scheduled employment with effect from 1st July 2026.
Central
Notification of effective date of amendments to Apprentices Act, 1961
The Ministry of Skill Development and Entrepreneurship vide S.O. 3185 ( E ) , notified effective date as 22nd June 2026 for the amended provisions of the Apprentices Act, 1961, issued under the Jan Vishwas (Amendment of Provisions) Act, 2026.
Employees Provident Funds Organization (EPFO)
Repeal of Employees’ Provident Funds Scheme, 1952
The Ministry of Labour and Employment vide Gazette Notification no. GSR 525(E) dated 29-Jun-2026 , notified the Employees’ Provident Funds Scheme, 2026, in supersession of the Employees' Provident Funds Scheme, 1952, inter-alia bringing about below changes:
- Universal Account Number must now be authenticated via Face Authentication Technology through the UMANG app
- Para 23: New penalties with a flat monthly rate: 0.25% for delay under 2 months, 0.5% for 2–4 months, 1% for over 4 months
- Lets employers retroactively enroll workers who joined between 1 April 2009 and 31 March 2026 but were never enrolled
- Marriage automatically invalidates a prior nomination, requiring a fresh on
- Para 46: member can't withdraw unless 25% of their total accumulated contributions remain in account.
Repeal of Employees’ Pension Scheme, 1995
The Ministry of Labour and Employment vide Gazette Notification no. GSR 527(E) dated 29-Jun-2026 , notified the Employees' Pension Scheme, 2026, in supersession of the Employees' Pension Scheme, 1995, inter-alia bringing about below changes:
- Para 17 sets a 20-day settlement window, with any delay beyond that making the Commissioner personally liable, drawing 12% per annum interest deducted from the Commissioner's own salary.
- Para 36 spells out “totalisation benefit” under bilateral social security agreements explicitly in respect of international workers.
Repeal of Employees’ Deposit-Linked Insurance Scheme, 1976
The Ministry of Labour and Employment vide Gazette Notification no. GSR 526(E) dated 29-Jun-2026 , notified the Employees' Deposit Linked Insurance Scheme, 2026, in supersession of the Employees’ Deposit-Linked Insurance Scheme, 1976, inter-alia bringing about below changes:
- Para 26: A new “Employees' Enrolment Campaign, 2026”
- Claims must be settled within 20 days, with penal interest (12% p.a.) charged to the Commissioner personally for delay
- Para 2 rewritten to align with Code terminology (e.g., “wages” now per Section 2(88)/2(89) of the Code, not the old Act's definition.
State & UT Notifications
Andaman & Nicobar Islands
Draft Rules fo Andaman and Nicobar Islands Shops and Establishments
The Administrator of union territory of Andaman and Nicobar Islands vide No.221/2026.F.No.M-25530973/2/2025-ALC(SA)-LAB_AN , notified draft Andaman and Nicobar Islands Shops and Establishments Rules, inviting public objections and suggestions within 45 days of publication. The proposed amendments introduce a simplified online registration and self-certification process for establishments, allow shops and establishments to operate 24×7 subject to specified conditions, and prescribe extensive safeguards for women employees working during night shifts, including consent requirements, safe transportation, security measures, workplace facilities, and compliance with maternity and sexual harassment laws. The draft rules also align registration requirements with the Occupational Safety, Health and Working Conditions Code, 2020, exempt establishments employing fewer than ten workers from certain registration provisions and clarify that workers will continue to receive whichever benefits under the Code or existing regulations are more favourable.

The Government of Andhra Pradesh vide G.O.Rt.No.111 , has notified the final Industrial Relations (Andhra Pradesh) Rules, 2026.
Bihar
Ordinance on repeal of Bihar Shops and Establishment Act
The Government of Bihar Vide No. LG-01-13/2026/4241/Leg , has released Notification of the Bihar Shops and Establishments (Regulation of Employment and Conditions of Service) (Repeal) Ordinance, 2026. repeals the Bihar Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2025, with immediate effect. The ordinance was issued because the Occupational Safety, Health and Working Conditions Code, 2020, brought into force by the Central Government on 21 November 2025, contains provisions that overlap with those of the Bihar Act.
Chhattisgarh
Amendment of Chhattisgarh Shops and Establishments Rules
The Government of Chhattisgarh vide No. RULE-8/65/2026-LABOUR , notified amendments to Chhattisgarh Shops and Establishments (Regulation of Employment and Conditions of Service) Rules, 2021. to further digitize and streamline the registration process for shops and establishments. Under the amended rules, a Labour Identification Number (LIN) Registration Certificate will be issued online through the Labour Department portal within 24 hours of submitting the prescribed application, required documents, and fees via e-challan. The notification also substitutes Form-2, which relates to the Labour Identification Number Registration Certificate.
Madhya Pradesh
Draft Madhya Pradesh Shops and Establishment (Fire and Hazard Prevention) Rules, 2026
The Government of Madhya Pradesh notified draft Madhya Pradesh Shops and Establishment (Fire and Hazard Prevention) Rules, 2026 . The draft has been issued for public information and consultation as required under Section 59(3) of the Act. The State Government has invited objections and suggestions from affected persons, organizations, and stakeholders, which must be submitted within 7 days from the date of publication of the notice. Representations may be sent to the Officer on Special Duty, Labour Department, Vallabh Bhawan, Bhopal, or through the specified email addresses.
Maharashtra
Draft Maharashtra Employees Compensation Rules, 2026
The Government of Maharashtra vide No. Miscellaneous-1026/C.R.03/LABOUR-7a , notified draft Maharashtra Employees Compensation Rules, 2026. inviting public comments and feedback before finalization. The draft rules will be considered after 30 days from the date of publication in the Maharashtra Government Gazette. Stakeholders may submit objections or suggestions to the Commissioner of Labour, Maharashtra, in the prescribed format specifying the relevant rule, proposed amendment, and reasons for the change. All representations received within the stipulated period will be examined and considered by the State Government before the rules are finalized.

Rajasthan
Strict compliance on registration under BOCW Act in Rajasthan
The Government of Rajasthan vide Circular No. F8(1)Enforcement/ IR/Labour/2026 /02760 , notified strict compliance on registration under BOCW Act in Rajasthan. Inspectors have been instructed to maximize registration of construction establishments, particularly those identified through RERA records and employing 10 or more workers, take action against non-compliant employers under Section 50 of the Act, and submit monthly progress reports to the Labour Department.
Exemptions from opening/closing hours for shops in Rajasthan
The Government of Rajasthan vide S.O.20 , notified exemptions under Rajasthan Shops and Commercial Establishment Act, 1958, by exempting shops and commercial establishments registered under the Rajasthan Shops and Commercial Establishment Act, 1958 from the provisions relating to opening and closing hours under Sections 11(1) and 12(1), with immediate effect. The exemption is subject to conditions including the provision of one paid weekly day of rest on a rotational basis, a maximum of 10 working hours per day and 48 hours per week, payment of overtime as per law, issuance of appointment letters to all employees with copies submitted to the Labour Inspector, and continued availability of all other benefits under the Act. Employers must comply with all prescribed conditions and government directions, failing which the exemption will automatically stand revoked and legal action may be initiated under the Act and other applicable laws.

Gujarat
Draft Gujarat Shops and Establishment Rules for employment of women
The Government of Gujarat vide No: GHR/2026/35/LED/GAS/e-file/11/2025/2135/M3 , notified draft Gujarat Shops and Establishment (Regulation of Employment and conditions of Service) (Amendment) Rules, 2025, inviting public objections and suggestions within 30 days of its publication in the official Gazette. The proposed amendments revise the conditions for employing women in night shifts (9:00 p.m. to 6:00 a.m.), requiring written consent, a minimum of three women employees on duty, GPS-enabled transportation, driver verification, adequate workplace facilities and security measures, compliance with the Sexual Harassment of Women at Workplace Act, 2013, and submission of a self-declaration (Form J-1) by employers confirming adherence to these requirements.

Tripura
Notification under Factories & Boilers Organization in Tripura
The Government of Tripura vide No.F.2(365)-FB/EoDB/BRAP/2024/517-25 , notified self-attestation in lieu of affidavits under Factories & Boilers Organization. to simplify statutory approval procedures and promote ease of doing business by accepting self-certified/self-attested documents in place of affidavits or notarized documents for obtaining No-Objection Certificates (NOCs) and approvals from the Factories & Boilers Organisation. The change has been introduced in line with the DPIIT Business Reform Action Plan 2026 and takes immediate effect.
