The Administrator of union territory of Andaman and Nicobar Islands vide No.221/2026.F.No.M-25530973/2/2025-ALC(SA)-LAB_AN , notified draft Andaman and Nicobar Islands Shops and Establishments Rules, inviting public objections and suggestions within 45 days of publication. The proposed amendments introduce a simplified online registration and self-certification process for establishments, allow shops and establishments to operate 24×7 subject to specified conditions, and prescribe extensive safeguards for women employees working during night shifts, including consent requirements, safe transportation, security measures, workplace facilities, and compliance with maternity and sexual harassment laws. The draft rules also align registration requirements with the Occupational Safety, Health and Working Conditions Code, 2020, exempt establishments employing fewer than ten workers from certain registration provisions and clarify that workers will continue to receive whichever benefits under the Code or existing regulations are more favourable.

The Government of Bihar Vide No. LG-01-13/2026/4241/Leg , has released Notification of the Bihar Shops and Establishments (Regulation of Employment and Conditions of Service) (Repeal) Ordinance, 2026. repeals the Bihar Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2025, with immediate effect. The ordinance was issued because the Occupational Safety, Health and Working Conditions Code, 2020, brought into force by the Central Government on 21 November 2025, contains provisions that overlap with those of the Bihar Act.
The Government of Chhattisgarh vide No. RULE-8/65/2026-LABOUR , notified amendments to Chhattisgarh Shops and Establishments (Regulation of Employment and Conditions of Service) Rules, 2021. to further digitize and streamline the registration process for shops and establishments. Under the amended rules, a Labour Identification Number (LIN) Registration Certificate will be issued online through the Labour Department portal within 24 hours of submitting the prescribed application, required documents, and fees via e-challan. The notification also substitutes Form-2, which relates to the Labour Identification Number Registration Certificate.

The Government of Rajasthan vide Circular No. F8(1)Enforcement/ IR/Labour/2026 /02760 , notified strict compliance on registration under BOCW Act in Rajasthan. Inspectors have been instructed to maximize registration of construction establishments, particularly those identified through RERA records and employing 10 or more workers, take action against non-compliant employers under Section 50 of the Act, and submit monthly progress reports to the Labour Department.
The Government of Rajasthan vide S.O.20 , notified exemptions under Rajasthan Shops and Commercial Establishment Act, 1958, by exempting shops and commercial establishments registered under the Rajasthan Shops and Commercial Establishment Act, 1958 from the provisions relating to opening and closing hours under Sections 11(1) and 12(1), with immediate effect. The exemption is subject to conditions including the provision of one paid weekly day of rest on a rotational basis, a maximum of 10 working hours per day and 48 hours per week, payment of overtime as per law, issuance of appointment letters to all employees with copies submitted to the Labour Inspector, and continued availability of all other benefits under the Act. Employers must comply with all prescribed conditions and government directions, failing which the exemption will automatically stand revoked and legal action may be initiated under the Act and other applicable laws.

The proposed amendments revise the conditions for employing women in night shifts (9:00 p.m. to 6:00 a.m.), requiring written consent, a minimum of three women employees on duty, GPS-enabled transportation, driver verification, adequate workplace facilities and security measures, compliance with the Sexual Harassment of Women at Workplace Act, 2013, and submission of a self-declaration (Form J-1) by employers confirming adherence to these requirements.
